ANC President Cyril Ramaphosa has sought to clear the air after his recent remarks about Democratic Alliance (DA) municipalities sparked controversy.

Earlier this week, he urged ANC councillors to take lessons from DA-run councils, drawing widespread reaction.

Speaking to over 4,500 councillors at the ANC’s service delivery roll call at FNB Stadium in Johannesburg, Ramaphosa admitted it was “unacceptable” that many ANC-led councils continue to underperform.

    Clean Audits vs Service Delivery

In an interview with SABC News on Thursday, Ramaphosa explained that his comments were based on the Auditor-General’s findings on clean audits, rather than service delivery performance in cities such as Cape Town.

He stressed that clean audits do not necessarily translate into better living conditions for residents.

“Clean audits does not mean clean streets. It’s a compliance issue. There are quite a number of ANC-run municipalities that have clean audits,” he said.

Ramaphosa further highlighted the gap between compliance and transformation within municipalities.

“Now, we need to look at this issue in a comprehensive way or in a broader context. From a compliance point of view, a number of them are, but from a transformation point of view, they are not really meeting the mark,” he added.

According to the ANC leader, clean governance metrics should not overshadow the need for genuine transformation and improved service delivery in communities.
