President Cyril Ramaphosa has reaffirmed the African National Congress’s (ANC) dedication to implementing broad-based black economic empowerment (BBBEE), saying the policy remains central to addressing South Africa’s historical and ongoing inequalities.
Speaking in Boksburg on Monday at the conclusion of the ANC’s two-day National Executive Committee (NEC) meeting, Ramaphosa emphasised that economic transformation remains a key pillar of the ruling party’s agenda.

“The NEC reaffirmed our commitment to broad-based black economic empowerment to ensure that we correct the injustices of our past and end the inequality of the present moment,” he said.
The special NEC meeting focused on the state of the economy, the upcoming local government election candidate lists, and actions needed to implement the Medium-Term Development Plan adopted by government earlier this year.

ANC’s 10-Point Plan to Stimulate Growth and Jobs
Ramaphosa announced that the NEC has developed a comprehensive 10-point plan aimed at tackling the country’s economic challenges and unemployment crisis.
According to him, the first intervention focuses on electricity tariffs and investment in transmission infrastructure, while the second seeks to accelerate the recovery of the freight and logistics sector.
The third priority targets the rebuilding of South Africa’s chrome and manganese industries. The fourth aims to strengthen the state’s capacity to execute major infrastructure projects effectively.

Further interventions include driving local economic development, creating public employment opportunities, and expanding support for small, medium and micro enterprises (SMMEs).

The plan also seeks to boost provincial economies outside the main urban hubs, diversify South Africa’s trade partnerships, enhance participation in the African Continental Free Trade Area, and address tariff and non-tariff barriers.
Finally, the tenth intervention focuses on ensuring sound budget management and effective macroeconomic coordination.
Ramaphosa also revealed plans to establish an Economic War Room within the Presidency to oversee implementation, monitor government performance, and publish regular progress scorecards.
Merit-Based Appointments and Professional Governance
The president stressed that sound governance and capable leadership are essential for the success of the ANC’s economic recovery efforts. He underscored the importance of appointing qualified individuals based on merit rather than political alignment.
“Professionalisation and merit-based appointments are going to be non-negotiable,” Ramaphosa stated. “The ANC supports the implementation of the Public Service Professionalisation Framework, ensuring that the public administration is skilled, ethical and insulated from factional politics.”
Ramaphosa said these steps are critical to restoring public confidence and ensuring the effective delivery of government programmes aimed at inclusive economic growth.
