This followed concerns raised in a communiqué by the Economic Community of West African States (ECOWAS).

The Department of International Relations and Cooperation (DIRCO) said the country rejects all forms of xenophobia, racism and intolerance, while insisting that those responsible for violence would be held accountable.

The department said South Africa remains committed to engaging constructively with ECOWAS member states on regional stability and migration management.

DIRCO noted that while it continued to engage countries such as Ghana and Nigeria on bilateral matters, the country’s largest migration flows were from within the Southern African Development Community (SADC).

International Relations Minister Ronald Lamola called for migration to be placed on the agenda of African Union (AU) heads of state meetings, with discussions focusing on the root causes of irregular migration, including governance, democracy and economic stability.

The department also dismissed a petition lodged at the International Criminal Court (ICC) by two Ghanaian civilians, saying it did not meet the legal requirements for the court to act.

DIRCO said South Africa had confidence in its domestic legal framework, including hate crimes and hate speech legislation, to deal with offences linked to racism, xenophobia and related intolerance.
