National Assembly Speaker Thoko Didiza has pushed back against criticism over the roughly R30 million spent on a temporary venue for Parliament, saying the cost is justified by the need to keep the legislature fully operational.

Her comments come as Public Works Minister Dean Macpherson formally handed over a refurbished dome tent to Parliament on Friday, following ten weeks of work to convert the structure into a viable interim chamber.

The dome, erected on a parking area, was briefly used for about two months early last year before being closed after MPs raised safety concerns and said it was not fit for purpose.
R30 Million Parliament Tent Cost and Safety Upgrades
Public Works Minister Dean Macpherson said the upgraded structure reflects the commitment of his department’s engineers, who worked to reinforce the dome originally used during the funeral of former President Nelson Mandela in 2013.
After standing unused for much of last year, the tent suffered damage from Cape Town’s harsh winter storms. It has since been fitted with new exterior skins and strengthened with steel bracing to improve its durability and safety.
“It’s also a symbol of the state’s ability to adapt, respond, and keep institutions functioning during challenging times.”
National Assembly Venue Debate and Public Access
Didiza acknowledged public concern about the price tag, noting that the cost will be shared between Parliament and the Department of Public Works. However, she stressed that an appropriate venue—one that can also accommodate members of the public—is essential.

While next week’s State of the Nation Address will still take place at Cape Town City Hall, the refurbished dome is set to host the three-day debate that follows.
Budget Speech Location and Treasury Request
The National Treasury has asked that the national budget also be tabled at City Hall. Parliament, however, has indicated that if this happens, it would need to cover the costs itself.
