    President Cyril Ramaphosa has reiterated that the government’s ambitious R1 trillion infrastructure programme is designed to repair the deep-rooted spatial inequalities created by apartheid.

    Speaking at the opening of the National Construction Summit in Boksburg, attended by industry leaders, business and labour representatives, the president outlined the administration’s infrastructure priorities and long-term commitment.

    “That is why the government has committed one trillion rand in infrastructure spending over the medium-term,” President Ramaphosa said. “This is the very first time our country, since the dawn of democracy, even before democracy, has committed such a large amount of money to infrastructure.”

    The investment is directed at key areas of need, with the largest share allocated to road upgrades, followed by major projects in the energy sector and improvements to water and sanitation systems.

    Ramaphosa said the initiative aims to address not only the legacy of apartheid spatial planning but also decades of underinvestment across the country’s roads, rail and port networks.

    Massive Infrastructure Budget to Stimulate Growth

    The president urged the construction industry to seize the scale of the opportunity made possible by the investment package.

    “Now this is money that is out there for you to utilise, for you to use as enablers to turbocharge your industry to grow to higher levels,” he said.

    He pointed to the medium-term budget policy statement as evidence of the government’s shift in fiscal priorities.

    “As the Minister of Finance indicated in the medium-term budget policy statement yesterday, we are shifting the composition of spending from consumption to investment.”

    Capital Spending Becomes Fastest-Growing Budget Item

    Ramaphosa concluded by underscoring the importance of this policy shift, noting that capital payments are currently the fastest-growing component of national expenditure.
