    The Democratic Alliance (DA) in Tshwane has taken aim at Mayor Nasiphi Moya, accusing her of failing to act against her deputy, Eugene Modise, after a forensic report alleged he was benefiting unethically from a company doing business with the municipality.

    Moya has rejected claims that she is shielding Modise, insisting that council procedures must run their course before any decision can be made.

    On Wednesday, the DA escalated the matter by opening a criminal case against Modise at the Brooklyn police station in Pretoria.

    Forensic Report Flags Modise for Ethical Misconduct

    According to a forensic investigation commissioned by the municipality, Modise violated the council’s code of conduct. The report states that he benefits from Triotic Protection Services, a company with a multimillion-rand security tender from the City of Tshwane.

    DA Tshwane caucus leader Cilliers Brink said Modise’s continued presence in office—both as deputy mayor and as MMC for Finance—is “untenable”.

    “Mayor Nasiphi Moya has not fired him despite him holding the crucial finance portfolio and the ANC’s coalition partners have voted to protect him from being removed as a councillor,” Brink argued.

    Mayor’s Office Says Due Process Must Prevail

    The mayor’s office maintains that the matter is being handled through established procedures. An ad-hoc committee has been formed to review the findings of the report and guide the next steps.

    “Council has instituted a process pursuant to the System’s Act and has accordingly established an ad hoc committee to apply its collective mind and recommend further steps. It would be imprudent to pre-empt that process,” said Samkelo Mgobozi, head of public affairs and media in the mayor’s office.

    “It would be irregular and premature to make any pronouncements or take any steps until such time that council concludes its business in this regard.”
