When news broke in January that the Trump Justice Department was freezing significant work on civil rights litigation, including police reform cases, attention immediately focused on two cities: Minneapolis and Louisville, Kentucky. Both places were on the cusp of entering court-enforced agreements to overhaul their police forces after high-profile police killings there sparked a nationwide reckoning over race and policing.
