South Africa’s National Assembly has voted in favour of establishing a new Portfolio Committee dedicated to scrutinising the work of the Presidency.

The decision marks a significant shift in how parliamentary oversight will be conducted, with lawmakers saying it will help reinforce accountability at the highest level of government.

The committee will be responsible for monitoring the Presidency’s programmes, spending, and policy implementation.

According to Parliament, the move forms part of broader efforts to strengthen governance systems following long-standing calls for deeper transparency within executive structures.

Opposition parties raised concerns about whether the committee would have sufficient authority, while others questioned its potential overlap with existing oversight bodies.

However, backers of the proposal insisted the new structure would streamline accountability rather than duplicate functions.

During the debate, ANC MPs argued that the change was necessary to improve scrutiny of work carried out within the Presidency, especially as the portfolio has grown in scope over recent years. They maintained that clearer lines of oversight would benefit both Parliament and the public.

“This is about improving accountability and transparency,” one MP said. “The Presidency carries significant responsibilities, and Parliament must have a dedicated mechanism to monitor this effectively.”

The DA and EFF expressed reservations, with some MPs warning that the committee might lack the power to enforce meaningful checks. Still, others acknowledged it could serve as an important platform if properly resourced and empowered.

New Committee Expected to Begin Work Soon

Parliament confirmed that the committee will be constituted once all parties submit their nominees. It is expected to begin its work in the coming weeks, focusing first on structural assessments and budget review processes.

Lawmakers emphasised that their main objective is to ensure the presidency adheres to constitutional principles. “Only through rigorous oversight can we guarantee that government remains accountable to the people,” one MP noted.

The new committee marks the first time the presidency will have a dedicated parliamentary oversight body.
