In Nigeria, climate change is fundamentally a water crisis.
This distinction matters because it changes how we think about solutions. If climate change manifests itself largely through water, then Nigeria’s response cannot depend solely on environmental campaigns or emergency relief. It must begin with understanding water itself—how it moves, where it is stored, how it is changing and how those changes affect agriculture, public health, energy production and national security.
That understanding comes from science.
Unfortunately, scientific capacity rarely occupies the centre of Nigeria’s climate conversation. Every rainy season follows a familiar pattern. Floods devastate communities, roads collapse, bridges are washed away and thousands of families are displaced. Relief materials are distributed, emergency funds released and promises made to prevent similar disasters in the future. Yet when the waters recede, attention shifts elsewhere until the next catastrophe arrives.
This cycle of reaction has become one of Nigeria’s greatest weaknesses in confronting climate change.
No country builds resilience through emergency response alone. Effective climate adaptation begins long before disaster strikes. It depends on hydrological monitoring, groundwater assessment, river basin management, rainfall forecasting, flood-risk mapping, dam safety studies, irrigation research and reliable early-warning systems. These activities seldom attract public attention, yet they determine whether disasters can be anticipated rather than merely endured. All these require strong scientific institutions.
Across the world, countries that have successfully reduced climate vulnerability have invested patiently in research institutions capable of generating evidence for public policy. The Netherlands transformed centuries of experience with flooding into one of the world’s most sophisticated systems of water management through sustained investment in engineering, hydrology and specialised education. Its globally admired flood-control infrastructure did not emerge overnight; it was built upon decades of scientific research, institutional continuity and political commitment.
South Africa offers another instructive example. Through the work of its Water Research Commission, scientific findings routinely inform national decisions on water security, agriculture, sanitation and rerch institutions are not peripheral bureaucracies but strategic components of national development
Nigeria should draw an important lesson from these experiences. Climate resilience cannot be imported after disasters occur. It must be built steadily through knowledge, research and institutional capacity.
The country already possesses part of that scientific infrastructure. The National Water Resources Institute (NWRI) serves as the Federal Ministry of Water Resources and Sanitation’s principal institution for research, professional training and technical support in water resources management. It also hosts UNESCO’s Regional Centre for Integrated River Basin Management for West Africa under UNESCO’s Intergovernmental Hydrological Programme, reflecting international recognition of Nigeria’s potential contribution to regional water governance.
The Institute’s significance, however, lies not merely in its international affiliations but in the broader role institutions of its kind play within national development.
Research conducted by specialised water institutions enables evidence-based decisions on flood control, groundwater, irrigation and infrastructure, helping governments strengthen climate resilience and reduce disaster risks through informed planning and investment.
As climate change intensifies, these functions become even more important.
Nigeria’s agriculture, energy, industry, urban water supply and public health all depend on reliable water restability and climate resilience
Water therefore connects virtually every sector of the economy.
When floods destroy farmland, food prices rise. When drought reduces water availability, agricultural productivity declines. When reservoirs silt up or river flows become increasingly erratic, electricity generation suffers. When poor drainage contaminates water sources, disease outbreaks place additional pressure on already overstretched health systems. These are not isolated environmental events; they are interconnected economic challenges whose cumulative effects undermine national development.
Investing in water science is therefore not simply an environmental expenditure. It is an investment in food security, energy security, economic productivity and public health.
International evidence strongly supports this conclusion. UNESCO has consistently argued that strengthening hydrological science and scientific capacity is indispensable for climate adaptation, while the World Meteorological Organisation continues to emphasise that investments in hydrological observation networks and multi-hazard early-warning systems save lives and reduce long-term economic losses. Every naira invested in preparedness is invariably less expensive than rebuilding roads, bridges, schools and homes after preventable disasters.
Unfortunately, Nigeria has historically devoted greater political attention to disaster response than to disaster prevention.
Budgets for emergency interventions often receive greater visibility than investments in research institutions, scientific equipment, monitoring networks and professional training. This imbalance reflects a governance culture that rewards immediate political responses to crises while underestimating the long-term value of scientific knowledge.
Changing this mindset is essential.
Scientific institutions should be central to Nigeria’s climate strategy. Their research must inform policy, strengthen collaboration across government and academia, and be communicated in practical ways that enable policymakers, farmers and communities to make informed decisions.
Science has little impact if it remains confined to academic journals or institutional reports.
Climate change will increasingly test Nigeria’s resilience. The choice is simple: continue reacting after disasters or invest in the scientific capacity needed to anticipate, reduce and manage climate risks.
That choice will shape the country’s future.
Nigeria cannot build climate resilience through emergency relief alone. It requires sustained investment in water science, in strengthening institutions like the National Water Resources Institute alongside research centres and hydrological agencies across the country that generate evidence for sound policymaking. As climate change intensifies, strengthening scientific capacity is a strategic investment in national resilience. Nigeria can either continue paying the cost of recurring disasters or invest in the science that helps prevent them.
