Travellers looking for secure destinations in Europe now have a handy guide thanks to Numbeo’s Quality of Life Index 2025. The index evaluates cities based on safety, factoring in both current crime rates and trends over the past five years.

By considering the frequency and severity of incidents alongside whether crime has increased or decreased, the ranking helps visitors identify cities that are not only safe today but have consistently maintained or improved their safety standards.

This provides added peace of mind for anyone planning a worry-free European getaway, as reported by the Economic Times.

Topping the list is The Hague, Netherlands, with a safety score of 79.5, closely followed by Munich, Germany, and Trondheim, Norway. These cities offer more than just security—they’re rich in culture and lifestyle experiences.

Visitors can explore The Hague’s renowned art museums, Munich’s historic squares and beer gardens, or Trondheim’s scenic fjords and Gothic cathedral.

Other cities on the list also charm with unique offerings: Zagreb has bustling street markets, Ljubljana boasts riverside cafés and green spaces, Eindhoven is celebrated for its design and innovation, Bern features a UNESCO-listed old town, Groningen is perfect for cycling enthusiasts, Cluj-Napoca offers vibrant nightlife, and Tallinn delights with its medieval Old Town.

    2025’s safest European cities

Rank City & Country Safety Score
    1 The Hague, Netherlands  79.5
    2 Munich, Germany  79.4
    3 Trondheim, Norway  79.3
    4 Zagreb, Croatia  78.6
    5 Ljubljana, Slovenia  78.5
    6 Eindhoven, Netherlands  78.4
    7 Bern, Switzerland  78.4
    8 Groningen, Netherlands  78.1
    9 Cluj-Napoca, Romania  78.1
    10 Tallinn, Estonia  78.0

With safety consistently high on travellers’ priorities, these cities provide both security and unforgettable experiences, making them ideal destinations for any European trip.
