The Ministry of International Relations and Cooperation (Dirco) has dismissed claims that representatives of the sanctioned M23 rebel group entered South Africa undetected to attend a high-level peace dialogue in Magaliesburg, Gauteng.
The response comes after former Dirco deputy minister Marius Fransman publicly criticised the government following revelations of the rebel group’s attendance.

Fransman urged President Cyril Ramaphosa and Minister Ronald Lamola to issue a public apology, warning that South Africa’s credibility on the continent could be at risk.
“I am deeply concerned by government officials’ admissions, including Minister Lamola’s statements, that they were unaware of the group’s presence,” Fransman said in a statement issued on Sunday.

Dirco Affirms Security and Screening Protocols
Dirco spokesperson Chrisphin Phiri is reported to have spoken to reporters on Monday, clarifying that the presence of the M23 delegation at the peace dialogue “does not imply that any individual’s entry went undetected.”
“The Ministry of International Relations and Cooperation notes reports and headlines regarding the 2nd Annual Peace and Security Dialogue hosted by the Former President Thabo Mbeki Foundation,” Phiri said.
“While the details of participant lists for such dialogues fall outside the Minister’s purview—as event hosts are not required to disclose attendees—this does not imply that any individual’s entry into South Africa went undetected.”
Phiri emphasized that South Africa’s border management and screening protocols comply with international law and domestic immigration policies.

Phiri also highlighted the government’s continued commitment to supporting inclusive dialogue as a means to advance peace and stability in conflict-affected regions.
