The future of the duties is to be decided through administrative procedures

The legal dispute arose after the European Commission imposed definitive anti-dumping duties on certain types of hot-rolled flat products of non-alloy and other alloy steel from Turkey on 5 July 2021. At that time, the duty rates were set at 7.3% for Çolakoğlu Metalurji, 5% for the Erdemir Group, 4.7% for Habaş, 5.7% for Ağır Haddecilik and Borçelik, and 7.3% for other Turkish producers.
Companies belonging to the Çolakoğlu and Erdemir groups challenged this decision before the General Court of the EU and, following the rejection of their appeal, appealed to the Court of Justice of the EU. In its judgments of 3 September 2026, the Court of Justice of the EU upheld the General Court’s findings and upheld the existing anti-dumping duties.
Furthermore, the court ordered the Turkish companies to bear their own legal costs, as well as to reimburse the European Commission for the costs incurred during the appeal proceedings.
Although the rulings handed down bring the legal proceedings concerning the 2021 regulation to a definitive close, the future of the duties will be determined through administrative procedures. Following a request from the EUROFER association, on 6 July 2026 the European Commission launched a review of the measures in connection with the expiry of their validity. Whether the anti-dumping measures will remain in force in the future will depend on the outcome of this Commission investigation.
As in the first half of 2026, steel production in Turkey rose by 8.1% compared with the same period last year, reaching 19.8 <a href="https://absafricatv.com/200-million-climate-fund-backs-east-africas-rural-farmers-science/” title=”$200 Million Climate Fund Backs East Africa’s Rural Farmers | Science”>million tonnes. In June alone, steel output rose by 14.7% year-on-year to 3.3 million tonnes. Steel consumption in the country increased by 6.6% year-on-year in the first half of the year (to 19.9 million tonnes)
