Nigerian billionaire Aliko Dangote’s $1.6 billion refinery initial public offering could increase the country’s active investor base by as much as five times chief executive of Nigerian Exchange Group

Popoola told Reuters on October 22 that the share sale by Dangote Petroleum Refinery and Petrochemicals could bring millions of new participants into Nigeria’s capital market, as the exchange uses the offering to widen retail investor access and strengthen links with other African markets.

Nigeria has about 12 million people participating in its capital markets, representing roughly 5% of the population, but only hundreds of thousands trade actively, Popoola said. He expects the refinery’s share sale to increase the number of active investors by threefold to fivefold, although he did not provide a specific target.

The exchange is promoting the offering through channels including WhatsApp, point-of-sale terminals and basic mobile phones, aiming to reach prospective investors who may have limited access to conventional investment platforms.

Dangote launched the IPO in September, offering 4.1 billion shares at ₦525 each to raise approximately ₦2.15 trillion, or $1.6 billion. The sale values the refinery at about ₦65.2 trillion, equivalent to roughly $49 billion based on the exchange rate used in its prospectus.

The offering, which was initially scheduled to close on October 13, was extended to October 27 to allow more investors to participate, including through arrangements involving other African markets.

The initiative has also encouraged discussions about cross-border investment. Nigerian Exchange Group is working with exchanges and regulators in markets including Egypt, Kenya, Botswana and Ethiopia to improve access to the offering and explore ways for investors to participate across national borders.

Popoola said the effort could help position Nigeria as a deeperf any increase in active investors will depend on actual participation rather than the number of people expressing interest in the offer

For Dangote, the IPO is intended to broaden ownership of the refinery while raising capital to support its expansion plans. For Nigeria’s stock market, it represents a major test of whether a large industrial share sale can draw more ordinary citizens into sustained investing.
