    Indian students choose Europe as EU eases post-study mobility and costs remain lower

    Rising India–EU mobility and lower costs are prompting many Indian graduates to reconsider the US as primary destination, signaling a shift in global study flows.

    Growing interest among Indian students in European universities has become a notable signal that the “American dream” is not the only path to the world of education. Young people are increasingly viewing Europe as an attractive route thanks to new mobility mechanisms between India and the EU and relatively more student-friendly immigration rules in other countries.

    • The India–EU trade agreement package simplifies post-study paths and work routes for Indian students.
    • Tuition fees in the EU are typically 50%–80% lower than in the US, and living costs are also lower, reducing the overall cost barrier.
    • The EU is attracting an increasing number of young people from India despite rising visa demand and competition for places in universities in Europe and beyond.

    In Chennai, a 22-year-old engineering graduate A. Shrinikheathan decides to continue his studies in Germany – he is drawn by lower education costs and close links between study and industry. He is already studying German and preparing for the language test while applying to master’s programs. This decision illustrates a broader trend: young Indians are increasingly viewing Europe as an alternative to America due to changes in migration policy and in the cost of education.

    The geography of interest is also expanding. The rights to permanent mobility between India and the EU under the trade agreement and more convenient visa procedures make Europe more attractive for study and future careers. At the same time, experts emphasize that the US has seen tougher immigration requirements in recent years and rising costs of study, pushing students to seek alternatives.

    The European Union has become a leading destination for Indian students, said a representative of the EU in a comment on editorial feedback.

    The EU also emphasizes that Indian students enrich campuses and help deepen cooperation between the EU and India in innovation, trade, and diplomacy. A representative of the European side added: “Indian students enrich European campuses and contribute to strengthening relations between the EU and India in the areas of innovation, trade, and diplomacy; this trend will grow and benefit both sides, particularly for Europe’s talented potential and India’s globally competitive workforce.”

    For the first time, a major economic bloc declares: “We want Indian talent at scale”.

    Within the framework of linking education and employment, joint practices with member countries are also being discussed and the launch of special offices to support Indian students and professionals. According to the government, the number of Indian students studying abroad decreased to around 626,000 in 2025, compared with over 908,000 in 2023, reflecting a decline in demand for traditional destinations due to stricter visa regimes and rising costs of study in other countries. At the same time, the US tightened immigration rules, which also influenced students’ decisions to choose Europe.

    CHALLENGES AND INTERACTIONS

    Despite growing interest in the EU, there are also serious challenges: language barriers, housing shortages in large cities, competition for places, and a need for specialized skills. There have also been concerns about rising populist tendencies in some countries and a more restrained attitude toward foreigners in certain regions.

    PROSPECTS AND EUROPE’S EDGE

    According to research and experts, in the Netherlands the surge of Indian students continues: the number of Indian students rose from 2,630 in 2018/19 to about 3,700 in 2025/26, and Leiden faculties recorded increased admissions to master’s programs. There is also growing interest in Italy and Portugal as destinations for study and research programs. At the same time, there is growing demand for English-taught master’s programs in Europe and expanding opportunities for post-study employment.

    Indian students and education professionals note that from the new five-year plan of cooperation between India and the EU they expect increased mobility and more developed routes from education to work. It is projected that flows of students and workers between India and the EU over three to five years could grow by significant percentages, but will depend on the implementation of agreements and adaptation of educational programs to market needs.

    In summary, Indian students’ interest in Europe is rising, and the EU seeks to capitalize on this trend to support regional and global talent. Together with lower education costs and expansion of practical pathways from education to careers, Europe could become a long-term choice for many Indian students; however, the success of this trend will depend on stable implementation of agreements and transparent provision of opportunities for study and employment.

    In the future, Ukrainian and international universities will be able to focus on creating more transparent education and career pathways, allowing Indian students to obtain quality education at a reasonable price and with real chances of employment in Europe.
