    Ruto promotes Isaac Mwaura, appoints Charles Owino as government spokesperson

    President William Ruto has promoted and redesignated Government Spokesperson Isaac Mwaura as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.

    The changes are contained in Presidential Action No. XI of 2026 released on Tuesday by Chief of Staff and Head of the Public Service Felix Koskei.

    According to the statement, the Public Service Commission approved Mwaura’s promotion and redesignation as part of changes affecting the senior ranks of the Executive.

    “Isaac M. Mwaura – Promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights, Executive Office of the President,” the statement reads.

    Mwaura’s appointment comes as the President made nominations to fill vacancies in various constitutional commissions and statutory bodies while also approving promotions and redeployments within the Executive.

    The changes also affect the position of Government Spokesperson.

    Charles Owino Wahong’o has been redeployed from the Ministry of Information, Communications and the Digital Economy, where he has been serving as acting Head of Government Communications, and appointed Government Spokesperson in the Executive Office of the President.

    “Charles Owino Wahong’o – Redeployed from the Ministry of Information, Communications & The Digital Economy as the acting Head of Government Communications and appointed as the Government Spokesperson, Executive Office of the President,” the statement says.

    Mwaura has served as Government Spokesperson, a role that involved communicating government policy, responding to public issues and providing official updates on behalf of the administration.

    His new office is expected to spearhead government policy and programmes relating to diversity, inclusion and disability rights within the Executive Office of the President.

    The latest appointments took effect following approval by the Public Service Commission as part of a broader reorganisation of senior government positions announced by the Presidency on Tuesday.
