The ANC in the Western Cape has accused Premier Alan Winde of withholding information about a R51 000 payment he received from the Under2 Coalition for his trip to New York during climate week last year.
The Under2 Coalition represents a global network of states, regions and provinces committed to reaching net zero emissions by 2050.

According to ANC provincial leader Khalid Sayed, officials in Winde’s department were “dismissive and evasive” when questioned during a Standing Committee meeting on Friday.

“Despite the reimbursement being received in April this year — well within the current budget period — the department insisted that it ‘did not need’ to declare the payment,” Sayed said.
Questions Over Transparency and Treasury Compliance
Sayed highlighted that the reimbursement does not appear in the revenue section of the adjusted estimates or in the mandatory gifts and donations table.
The ANC argues that this omission casts doubt on the department’s transparency, adherence to Treasury rules and the credibility of its financial reporting.
“Instead of taking the legislature into confidence, the department adopted an arrogant posture that undermines public trust and weakens the credibility of provincial governance,” Sayed added.
He warned that the conduct reflects “growing disregard for the legislature’s oversight role and raises broader concerns about financial transparency within the premier’s administration.”

Complaint Filed with Oversight Bodies
The ANC has since taken the matter to the Registrar of Members’ Interests and the Public Protector. Sayed reportedly handed in the complaint at the Public Protector’s Western Cape office on Wednesday.
While there, he clarified that the donation itself — which reportedly covered Winde’s flights to New York — was not the core issue. The party’s concern centres on the alleged failure to declare the payment.
“We don’t have a problem with him receiving this R51 000 but the rules of the legislature and the code of members’ ethics is very strict,” Sayed said.
