STATEMENT BY MR. JAY DHARMADHIKARI,
DEPUTY PERMANENT REPRESENTATIVE OF FRANCE TO THE UNITED NATIONS
AT THE SECURITY COUNCIL

Madam President
France hails the work of the United Nations Office for Central Africa in supporting the political processes of the States in the region
As the Secretary-General’s latest report notes, strengthening democratic governance and preserving fundamental freedoms are key factors in guaranteeing long-term stability. In this regard, it is important to maintain an open and inclusive political space that prioritizes dialogue and respect for human rights
Combating disinformation and hate speech is essential to ensuring the quality of civic debate. As the Secretary-General rightly underscored in his report, this is the responsibility of States that must be waged in full compliance with the principles of proportionality and non-discrimination
Madam President
The United Nations Office’s support for peace and security initiatives remains crucial in the context of persistent regional security threats
This support helps strengthen cooperation to tackle transnational threats related to terrorism, maritime insecurity, or conflicts arising from transhumance and climate change. France welcomes the renewed commitment of Chad and Nigeria within the framework of the Multinational Joint Task Force to respond to attacks in the Lake Chad Basin waged by Boko Haram and the Islamic State in West Africa Province (ISWAP). Technical support from the United Nations Office for this commitment by the region’s states, as well as to promote peaceful pastoralism and cross-border transhumance, must be encouraged.
This cooperation is all the more important given that Central Africa is threatened with destabilization by the situations in Sudan and eastern Democratic Republic of the Congo. The conflict in Sudan has a direct impact on the Central African Republic and Chad, with border incidents increasing since the beginning of the year. The influx of refugees is worsening the humanitarian situation of the populations and exacerbating inter-communal tensions in these two countries, even as significant pressure is already being placed on the resources available for international aid. The ongoing conflict in eastern Democratic Republic of the Congo threatens the stability and prosperity of the Great Lakes region. The warring parties must comply with Security Council Resolution 2773, which calls for an immediate cessation of hostilities, the withdrawal of Rwandan defense forces from Congolese territory, the cessation of Rwandan support for the M23, and the neutralization of the FDLR by the Democratic Republic of the Congo. It is incumbent upon this Council to redouble its efforts to address these conflicts and preserve stability throughout the region.

The value of the United Nations Office lies, above all, in its ability to work, in conjunction with regional organizations, to prevent conflicts
The Office has taken action, with France’s support, to integrate climate-related risks into activities designed to bolster peace and security in Central Africa. France welcomes the adoption by the United Nations Office, in collaboration with the Economic Community of Central African States (ECCAS), of a regional strategy in this area. We must now implement the priority activities identified in terms of early warning, capacity-building, regional cooperation, and community resilience.

In conclusion, for all these reasons, France reiterates its support for the United Nations Office and welcomes the appointment of the new Special Representative, Mr. Mohamed Souef, to whom it wishes every success as he discharges his mandate
