Paytm secures Luxembourg payment licence to expand regulated services in Europe

One 97 Communications-owned Paytm has secured a Payment Institution licence for its European subsidiary, marking a significant step in the company’s international expansion strategy

In a regulatory filing, the company said its wholly owned step-down subsidiary, Paytm Europe Payments SA, has received authorisation from Luxembourg’s financial regulator, the Commission de Surveillance du Secteur Financier (CSSF), to operate as a licensed payment institution

The licence became effective on July 2, 2026, and does not carry an expiry date. Paytm Europe Payments SA has also been included in the CSSF’s official register of authorised payment institutions

The approval enables the subsidiary to provide a range of regulated payment services in accordance with the licence. These include executing payment transactions, processing credit transfers and standing orders through payment accounts or credit lines, as well as offering merchant payment acquiring services

The regulatory clearance strengthens Paytm’s presence in the European financial services market and provides the company with a framework to expand its payments business in the region under local regulatory oversight

The latest approval adds to Paytm’s efforts to build an international payments footprint beyond India as digital payment providers increasingly seek licences in overseas markets to support cross-border payment services and merchant solutions
