    The Uttar Pradesh government on July 27 unveiled a comprehensive roadmap to build a globally competitive ecosystem for technology, innovation and high-value employment at the GCC (Global Capability Centres) Summit 2026 in Noida.

    Addressing industry executives, policymakers and global enterprises, Alok Kumar, Principal Secretary, Department of IT & Electronics, Government of Uttar Pradesh, said the state is focused on attracting a significant share of India’s expanding GCC ecosystem by creating an enabling environment backed by progressive policies, skilled talent, world-class infrastructure and responsive governance, an official statement said.

    Kumar noted that GCCs have evolved from traditional back-office operations into global hubs for artificial intelligence, engineering, research and development, product innovation and enterprise decision-making. “Recognising this transformation, Uttar Pradesh is strengthening its policy framework, digital infrastructure and talent ecosystem to attract the next generation of global technology investments, contributing to the state’s vision of becoming a US$1 trillion economy.”

    To further strengthen the ecosystem, the state will establish a high-level GCC Advisory Board comprising representatives from government, industry, academia, Invest UP and development authorities. The board will facilitate policy reforms, improve inter-departmental coordination and accelerate investor decision-making.

    The government is also promoting innovation through continuous refinement of the IT & ITeS Policy, expansion of data centre infrastructure, development of Deep Tech Hubs and U-Hubs, and industry-aligned skill development. Alongside Noida and Greater Noida, emerging cities including Lucknow, Varanasi, Agra, Prayagraj and Bundelkhand will also be developed as future GCC destinations, the statement noted.

    “India is witnessing rapid growth in Global Capability Centres, and Uttar Pradesh is determined to attract nearly 10 per cent of all new GCCs established in the country. By combining progressive policies, world-class infrastructure, industry-ready talent and a collaborative innovation ecosystem, we are creating an environment where global enterprises can scale with confidence while generating high-quality employment across the state,” Kumar noted.
