    WhatsApp Messages Link Alleged Cartel Member Matlala To ANC Payments, Commission Hears

    Crime Intelligence head Dumisani Khumalo testified at the Madlanga Commission in Pretoria on Monday, stating that WhatsApp messages allegedly reveal how Vusumuzi ‘Cat’ Matlala, believed to be a cartel member, facilitated payments to the African National Congress (ANC).

    According to Khumalo, these payments were allegedly made via Police Minister Senzo Mchunu’s associate, Brown Mogotsi. He added that the evidence points to WhatsApp communications showing clear financial transactions.

    “Mr Matlala or one of his employees makes payments to Mr Mogotsi directly sometimes for expenses related to the African National Congress events, and in particular for the benefit of delegates of such events who are apparently linked to the Minister Mchunu, through the Chief of Staff Mr (Cedrick) Nkabinde in the office of the Minister,” Khumalo testified.

    Cartel Allegedly Penetrating Politics

    Khumalo told the Commission that investigations have identified five individuals who are allegedly part of a cartel known as the “Big Five.” He claimed this group has infiltrated the political landscape and continues to expand its influence.

    “The Big Five has already penetrated the political sphere, and there are documented cases of high-profile connections in the political arena. Senior politicians are alleged to be complicit and or willfully blind to the syndicate operations,” Khumalo stated.

    Big Five Cartel’s Alleged Operations Across South Africa

    The Commission heard that the Big Five allegedly runs syndicates throughout the country, with its headquarters in Gauteng.

    Khumalo named both Vusumuzi Matlala and Katiso Molefe as prominent figures identified within the cartel.
