Southern African Development Community launches Labour Market Observatory to strengthen evidence-based policymaking

With technical support from the International Labour Organization, the new regional platform will strengthen the use of comparable labour market data to inform employment and decent work policies across Southern Africa.

Johannesburg (ILO News) – The Southern African Development Community (SADC) has launched its Labour Market Observatory (LMO), marking a major step towards strengthening labour market monitoring and evidence-based policymaking across the region.

The Observatory was launched during the SADC Joint Technical Committee (JTTC) meeting hosted by <a href="https://absafricatv.com/south-africa-leads-australia-by-102-runs-at-lunch-on-day-4-of-third-cricket-test/" title="South Africa leads Australia by 102 runs at lunch on day 4 of third cricket test”>South Africa in its capacity as Chair of SADC. It brings together labour market statistics from Member States, creating a regional platform for analysing employment and decent work trends.

Launching the Observatory, South Africa, as Chair of SADC, highlighted its potential to move the region from collecting statistics towards using evidence to shape policy.

Our collective ambition should be simple but consequential: the SADC Labour Market Observatory should become more than a repository of statistics.

It should become a compass for policymaking and a catalyst for decent work and inclusive growth across our region. Ms Aggy Moiloa, SADC Chairperson

From national data to a regional picture

The Observatory responds to a longstanding regional priority: improving the availability, comparability and use of labour market information. SADC Ministers responsible for Employment and Labour endorsed the SADC Labour Market Observatory Implementation Framework in March 2022, providing impetus for its operationalisation.

The International Labour Organization (ILO) has supported the process since 2021, working with the SADC Secretariat and Member States to strengthen labour statistics compilation, harmonisation and alignment with international statistical standards.

This collaboration has helped establish the foundations for comparable regional data. The Observatory can progressively provide policymakers with a clearer picture of labour market conditions across Southern Africa and strengthen the evidence available for policy development.

Using the ILO Decent Work Measurement Framework as an important foundation, the Observatory can support analysis of issues including employment opportunities, labour underutilisation, young people’s transition from education to employment, gender inequalities and social protection.

Moving from data to policy intelligence

The launch represents an important milestone, but the next challenge is ensuring that available data are understood and used effectively.

Changes in headline indicators do not always tell the full story. A decline in unemployment, for example, does not necessarily mean labour market conditions have improved. Understanding what lies behind the numbers is essential for designing appropriate policy responses.

The next phase of ILO support will therefore place greater emphasis on data interpretation and labour market analysis, strengthening the capacity of Member States and the SADC Secretariat to connect statistical evidence with policy development.

Beyond the Statistics, the Labour Market Observatory is about people, understanding the labour-market experiences of women and men across Southern Africa and giving governments, employers and workers better evidence on which to make policies and programmatic decisions”. ILO Decent Work Team & Country Office Director Mr Alexio Musindo

Representatives from national statistical offices and ministries responsible for labour will continue to participate in regional capacity-development initiatives focused on interpreting labour market indicators and translating findings into policy-relevant evidence.

The launch reflects sustained collaboration between the SADC Secretariat, Member States and the ILO. With the platform now operational, attention shifts towards ensuring that regional labour market evidence is continuously strengthened, interpreted and used.

Ultimately, the value of the Observatory will lie not only in the data it holds, but in how that evidence contributes to better-informed policies, stronger labour market governance and improved decent work outcomes for people across Southern Africa.
