NDE Opens Portal to Train 26,961 Unemployed Nigerians Under Renewed Hope Initiative

The National Directorate of Employment (NDE) has opened the online registration portal for the third phase of the Renewed Hope Employment Initiative (RHEI), which aims to train 26,961 unemployed Nigerians in market-driven skills across the country.

Director-General of the NDE, Silas Agara, unveiled the portal in Abuja, saying beneficiaries will receive training in 70 demand-driven skills covering agriculture, entrepreneurship, ICT, vocational trades and special public works.

Agara disclosed that although 33,692 Nigerians were trained under the second phase of the programme, many beneficiaries are yet to receive their stipends and resettlement packages because the 2025 capital budget has not been released.

According to him, 4,651 trainees are still awaiting outstanding stipends, while 3,405 graduate trainees are yet to be resettled with business starter packs and work tools.

He assured beneficiaries that the agency would clear all outstanding obligations once funding is released.

Despite the funding constraints, Agara said the NDE would proceed with Phase III to expand access to skills training and employment opportunities for unemployed Nigerians.

He explained that the upgraded registration portal now requires applicants to verify their identity using their National Identification Number (NIN), automatically assigns candidates to the nearest training centre, prevents multiple registrations and provides training options for persons with disabilities.

The Director-General added that beneficiaries of the first and second phases are not eligible to apply again, a measure aimed at giving more Nigerians access to the programme.

According to the agency, nationwide training under the third phase is scheduled to begin in August after the registration exercise closes.

Agara also disclosed that the NDE has developed a five-year strategic plan with support from the International Labour Organisation (ILO) and the German Agency for International Cooperation (GIZ) to strengthen employment creation and skills development across the country.

Speaking at the event, the Minister of Labour and Employment, Dr Mohammed Maigari Dingyadi, commended the NDE for adopting a ward-by-ward beneficiary selection process, describing it as an inclusive approach that will expand employment opportunities across communities nationwide.

He acknowledged the funding challenges affecting the programme and assured beneficiaries that the Federal Government was working to secure the release of outstanding funds while strengthening the NDE’s skills acquisition centres and other infrastructure.

The Renewed Hope Employment Initiative is one of the Federal Government’s flagship programmes designed to tackle unemployment through vocational training, entrepreneurship development, agriculture, ICT and public works.

PoS Agents Now Required to Register with Nigeria Data Protection Commission

Point of Sale (PoS) agents across Nigeria are now required to register with the Nigeria Data Protection Commission (NDPC) following a Federal High Court judgment affirming the Commission’s authority to regulate businesses that process personal data.

The development follows the court’s decision inEmmanuel Harunna v. Nigeria Data Protection Commission (FHC/L/CS/1116/2024), which upheld the NDPC’s power to classify PoS operators as Data Controllers and Processors of Major Importance (DCPMIs) under the Nigeria Data Protection Act (NDPA) 2023.

The court dismissed a suit seeking to exempt PoS agents from the registration requirement, ruling that the Commission acted within its statutory powers by requiring businesses that process significant volumes of personal data to register.

According to the NDPC, the registration framework promotes accountability, transparency and responsible data governance, while enabling the Commission to monitor compliance with Nigeria’s data protection laws.

The Commission also noted that the registration requirement does not violate the constitutional right to privacy but instead strengthens it by ensuring that organisations handling personal data operate under effective regulatory oversight.

Following the judgment, the National Commissioner and Chief Executive Officer of the NDPC, Dr. Vincent Olatunji, directed all affected data controllers and processors that have yet to register to do so immediately.

The Commission warned that businesses that fail to comply could face legal liabilities under the Nigeria Data Protection Act.

Under the NDPC’s 2024 Guidance Notice, organisations considered to be of significant importance to Nigeria’s economy, society or security are required to register as Data Controllers and Processors of Major Importance.

The Commission classifies major data processing into three categories: Ultra High Level, Extra High Level and Ordinary High Level, with registration fees of ₦250,000, ₦100,000 and ₦10,000 respectively.

The ruling reinforces the Nigeria Data Protection Commission’s authority to regulate organisations that collect, process or store personal data, including PoS businesses that handle customers’ financial and personal information.
