From wildfires to droughts, the summer of 2026 showed us the devastating impact climate change is having on our homes, communities, and nature. It also showed us why Europe must move beyond reacting to disasters, to get ahead of the climate impacts and avoid damages. The new EU framework for climate resilience will do just this, takinga more proactive and systemic risk management approach to protect Europeans and the EU economy.

The Commission has put forward today a European climate resilience law to equip and empower public authorities, businesses and communities. A common approach to assessing and responding to climate risks, and to supporting broader systemic change will help better protect people, essential services and infrastructure when climate-related disasters occur.

The tools to support this common approach are

    • the European Climate Viewer,  to understand what the shared warming trajectory means for different parts of Europe .
    • the Navigator of Climate Resilience Tools that helps users find relevant climate resilience tools based on their location, sector, and the specific risks they face.
    • the Mission Solutions Explorer showcases adaptation solutions developed through the EU Mission on Adaptation to Climate Change. These examples will help others adapt, replicate, and scale up proven approaches.

The EU continues to be committed to becoming climate neutral by 2050. This new framework prepares us for the climate impacts that are already unavoidable. It will help protect jobs and livelihoods, and create new opportunities for European innovation and investment.

Looking ahead, the Commission will further strengthen Europe’s capacity to prepare for and respond to climate extremes with a European heatwave plan, a climate insurance alliance, and a European water initiative. It will also launch a PreparEU Advisory Group on disaster preparedness and an initiative to identify Europe’s 100 most climate-vulnerable territories.
