Eve Air Mobility and Swiss company Moov have signed a letter of intent for up to 30 eVTOL aircraft to develop advanced air mobility services in Cape Verde and European markets. The agreement covers the evaluation of scenic flights, transfers between airports, ports and hotel resorts, as well as regional connections on the islands of São Vicente, Santo Antão, Sal, Praia and Boa Vista.
Both companies will also explore the use of the aircraft for medical transport and infrastructure inspection services, according to a statement from the manufacturer. The initiative coincides with the expansion of tourism in Cape Verde, a sector that recorded 1.18 million arrivals in 2024, a year-on-year increase of 16.5%
“This letter of intent with Moov reflects Eve’s ongoing commitment to working with customers and partners who are building practical, high-value advanced air mobility use cases,” said Johann Bordais, CEO of Eve. “Cape Verde offers an attractive combination of growing tourism demand, geographical diversity and infrastructure investment momentum, making it an exciting market to explore how eVTOLs can complement existing transport networks and develop new segments,” he added.
Moov is an ain Lugano that is developing the Atlantic Gateway project, an intercontinental network designed to connect Europe, Africa and Latin America. As part of this strategy, the company is evaluating the integration of vertical take-off and landing technologies to enhance local connectivity within its ecosystem

The Swiss company’s management team has experience in launching airlines and holding executive positions within global carriers and cargo operators. The project’s founders and advisors have previously worked at industry companies such as Azul, Modern Logistics, Swiss International Air Lines, Etihad Airways, FedEx and ASL A
The agreement comes at a time of investment in transportation, tourism and strategic infrastructure across the African archipelago. Airport modernization programs and capital from both the public and private sectors are driving regional growth prospects, providing the foundation for the introduction of new air transport alternatives.
