    Nigeria’s NCC Seeks Stakeholder Feedback on New MVNO Regulatory Framework

    The NCC emphasized that the objective is to ensure a transparent regulatory process through broad consultation with industry stakeholders.

    The Nigerian Communications Commission (NCC)  has issued a public notice announcing the publication and public inquiry on the Draft Business Rules governing the Mobile Virtual Network Operator (MVNO) licence within Nigeria’s telecommunications sector. The notice, dated May 20, 2026, explains that the draft rules were developed under the provisions of the Nigerian Communications Act 2003 and are now open for stakeholder input.

    According to the Commission, the draft business rules have been published for public access through its official website, NCC Official Website, and interested parties are encouraged to review the document and submit their feedback. The NCC emphasized that the objective is to ensure a transparent regulatory process through broad consultation with industry stakeholders.

    The public inquiry session on the draft rules is scheduled to take place on Thursday, July 9, 2026, at 11:00 a.m. The event will be held at the Auditorium of the NCC Head Office Annex in the Mbara District. Stakeholders in the telecommunications industry are invited to participate in the session and contribute to discussions around the proposed regulatory framework for MVNO operations.

    In addition, the Commission has set Monday, June 29, 2026, as the deadline for written submissions. All comments and feedback are to be addressed to the Executive Vice Chairman of the NCC at Plot 423, Aguiyi Ironsi Street, Maitama, Abuja, with copies also accepted via email at stakeholders@ncc.gov.ng. The NCC stated that it welcomes active participation from all relevant stakeholders to strengthen the final business rules for MVNO licensing.
