    UP targets leadership in AI, robotics and semiconductors

    Chief Minister Yogi Adityanath has directed the preparation of a comprehensive action plan to make Uttar Pradesh a national leader in robotics, artificial intelligence, quantum computing, semiconductors and other emerging technologies.

    During a review meeting of the Information Technology and Electronics Department on Thursday, CM Yogi stated, “The ‘PRAGATI’ project to be developed in Noida will provide the state with a world-class foundation for robotics and advanced manufacturing, while the U Hubs being established in Lucknow and Noida will emerge as major centres of deep tech innovation by bringing research, innovation, startups, industry, investors and educational institutions onto a common platform.”

    He added, “Work should be carried out with the objective of making Uttar Pradesh not merely a consumer of new technologies, but a global centre for research, innovation and high-technology-based manufacturing.”

    The Chief Minister remarked, “Artificial Intelligence and robotics are the principal foundations of the coming industrial revolution. Therefore, while world-class manufacturing infrastructure should be developed on one hand, a strong deep tech ecosystem promoting research, innovation and entrepreneurship should also be created on the other. An effective coordination mechanism should be established among industry, educational and research institutions, startups, investors and technology experts so that new technologies can rapidly move from laboratories to industry, enabling Uttar Pradesh to emerge as a major hub for global technology investment.”

    The meeting was informed that, with this objective, PRAGATI (Park for Robotics, Artificial Intelligence, GPU Clusters and Advanced Technical Innovation) will be developed over an area of approximately 75 acres in Noida. This will be India’s first integrated robotics and advanced manufacturing cluster, featuring state-of-the-art facilities including a robotics testing and certification centre, rapid prototyping and manufacturing facility, AI compute infrastructure, motion capture lab, physical AI data centre, startup incubation and co-working spaces.

    In addition, a comprehensive industrial ecosystem comprising global manufacturing companies, component manufacturers, research and development centres, and specialised service providers will also be established.

    The meeting was informed that Noida is the most suitable location for this project due to its electronics manufacturing ecosystem, excellent connectivity, Jewar International Airport, Dedicated Freight Corridor, Defence Industrial Corridor, and strong industrial and academic base. The project aims to make the state a national centre for robotics and high-technology-based manufacturing, reduce dependence on imports, generate more than one lakh direct and indirect employment opportunities, and ensure gross value addition of more than Rs 2,000 crore over the next five years.

    The Chief Minister directed that the proposed U Hub should be developed not merely as a workspace for startups but as a world-class Centre of Excellence connecting research, innovation, industry, investment, educational institutions and talent. He stated, “A robust platform should be created where technologies developed in research laboratories are commercialised, innovation receives investment, and young people get opportunities to progress from research to entrepreneurship.” He directed that its operations should be entirely professional, result-oriented and aligned with global best standards.

    The meeting was informed that a provision of Rs 100 crore has been made in the financial year 2026-27 for establishing two U Hubs in Lucknow and Noida. An expert committee constituted under the chairmanship of the Director of IIT Kanpur has studied national and international deep tech ecosystems and prepared its concept, structure and operational model.

    The Noida U Hub will be developed as a centre for quantum computing, semiconductor design, physical AI, robotics, defence technology and advanced biotechnology, while the Lucknow U Hub will focus on applied AI, GovTech, AI solutions for industry and healthcare, biosciences and agri-biotechnology. Through the U Hub, deep tech startups, research-based innovation, commercialisation of technology and high-value investments in the state will receive fresh momentum.

    During the meeting, the Chief Minister stated, “Providing the youth of Uttar Pradesh with skills aligned to future technologies is the greatest need of the time.” He directed that world-class training and certification systems be developed in artificial intelligence, machine learning, cybersecurity, cloud computing, semiconductors, data science and other emerging technologies. Skill development programmes should be designed in accordance with industry requirements, and better coordination should be established among technical education, higher education, industry and skill development institutions.

    The Chief Minister instructed the Information Technology and Electronics Department to work with the objective of making Uttar Pradesh the country’s leading centre for IT, digital services and innovation. He said that the Information Technology Policy should be made more practical, investor-friendly and employment-oriented in accordance with changing global requirements. The expansion of the IT industry should not remain confined to Gautam Buddh Nagar and Ghaziabad but should extend to Tier 2 and Tier 3 cities. For this, modern IT infrastructure should be developed, and a favourable environment should be created for Global Capability Centres (GCCs), startups, innovation-driven companies and micro, small and medium IT enterprises.

    The Chief Minister stated, “The fundamental objective of the policy should be to create the maximum possible quality employment opportunities for the youth of the state. Local youth should be encouraged in skill development, internships, research, innovation and patents. At the same time, processes related to land, infrastructure and other approvals should be made simple, transparent and time-bound for investors.”

    He added that Uttar Pradesh should be developed into a preferred destination for global digital investment by leveraging the state’s improved law and order, strong connectivity and well-developed industrial base. CXO Today
